I read through the stuff on the Russian bee project and Shimanuki is never mentioned. It appears that he was not involved. 

However, he did develop the formic acid gel and in 1997 took out a patent on it with Kochansky, Feldlaufer, and Pettis. 

The patent was licensed to Betterbee, Inc., of Greenwich, N.Y.  in 1998 but the product was a disaster. 

My experience with the current MAQs is that they are the best thing to come down the pike in a very long time.
