In the past I have wondered why a Queen will not use a new comb
This being full sized hive, comb often with only nectar, a beautiful comb, splits the hive
The next year it gets used.  Maybe not enough proplis footprints?
Maybe it has to be clustered in?

Are you saying that maybe the brood is being neglected?
Could they be overheated?  Water available?
