As propolis collector use normaly plastic netting with  4  to 7 mm. holes
lay it on the topframes.
Drop it in a freezer (rolled)  at - 20 gr. C and after a few houres the propolis
will be hard and breakable.
So only stretch the netting, and the propolis can be harvest.........
