Most would try a electric fence first. The Wooten's use huge bear cages and 
then relocate the bear for bears electric fences will not stop.
In certain areas you are not allowed to shoot bears.

The bear is doing what bears do. There are people which think the only good 
bee is a dead bee because bees sting.
