Now, it must be admitted that during the periods 1989-1993, and again from
2000-2008, the EPA was more likely to approve oil drilling in the
beekeeper's beeyard than to actually enforce any laws protecting bees, but
let's not blame the EPA for not openly defying the dully-elected
administration's policy stances.

Civil and criminal penalties are common, and states DO enforce FIFRA.  In
fact, it is the state that would enforce the penalties against a farmer who
sprayed your beehives, rather than the feds.
