It was no great surprise when the announcement was made that AHB was in
Florida.  The big secret had been out among beekeepers or Inspectors for
several years, but the general public did not know.  The AHB was being
trapped in Jacksonville, Tampa and Port Evergaldes for years..I just believe
the Agriculture Department decided it best to go public with an official
announcement before they were embarrassed by the media. A great public
relations coup IMHO.  With or without inspections they came and will
continue to come.
