I don't even know that my blue board is blue any more.  Of late, as I 
replace telescoping covers, I build in an inch of blue board (or pink or 
what ever color is on sale).  It is hidden inside my telescoping covers that 
now have an outer ring that is an inch larger than the traditional.

Now there is no chewing on the blue board and it stays on all year long.  I 
would think this could also work with a migratory cover given a little 
ingenuity.
