If there are  no requirements for moving bees between USA and Canada, Why
were Canadian beekeepers prosecuted for illegally bringing in queens from
the USA?

For sending queens from Ontario to USA, beekeepers have to present a
health certificate and sign a request for exporting queens to USA. There
is a fee to pay for export.
