Further to my last post: in order to reduce the incentive for 
beekeepers not to report incidents of AFB and EFB which are 'notifiable 
diseases'  we have a company run by beekeepers for beekeepers called 
'Bee Diseases Insurance' or BDI for short.  If your colony is condemned 
to death and destruction by the Bee Inspector, BDI will compensate you 
at a standard rate.  This has worked for about 70 years so far.  Any 
surpluses accrued go towards disease research projects.

It works, has served the test of time and is popular.  If you would 
like to set up something similar in the USA or elsewhere I am sure that 
BDI would be happy to advise.
