Clarification
The new minister of agriculture is not a “she” but a he, Stéphane Le Foll. The reasons given in the article come from the ANSES (Agence nationale de sécurité sanitaire de l'alimentation, de l'environnement et du travail) which suddenly appears to be doing the job it was created for exactly 2 years ago. 
Anses admit that the dose used in the study are superior to those likely to be encountered in normal agricultural use (canola) but that it was quite possible that in exceptional circumstances these levels could occur. 
They also pointed out that several recent studies had shown that sub-lethal doses of insecticides can still produce negative reactions on honey bees and other pollinators. They will now require that manufacturers prove that their products will not endanger bees at sub-lethal doses before a license is granted and Anses will press for a change in the European legislation so that this principle is applied at an EU level.
