I have several times seen a queen take to flight when a hive has been  
disturbed. On one memorable occasion at an apiary meeting she was found to have  
settled on the back of one of the onlookers.  Once when doing a Taranov  
swarm I saw her leave and 'froze' to the spot for almost 10 minutes until she  
returned. I remained stationary because she may have used me as an 
orientation  marker when taking to the air and if I had moved to another hive, she 
might have  entered that one with disastrous results.
