Hello All,
Always different when its your hives with problems rather 
than a beekeeper you read or hear about.

My opinion.
I would look at the thiophanate-methyl.
Label says:
Do not spray on blooming plants.

The other fungicide Propiconazole has been suspect
but never (to my knowledge)
Proven.
The product is one of the newer systemic
fungicides (syngenta)
