Hello All,
I have advised on occasion beekeepers on theft.

Id:
We use a rubber stamp on frames and the inside of boxes. Our pallets have Id
marks. You must bee able to ID stolen property. If not possession in 9/10 of
the law.

Hive theft as Karen describes:
Run a large add with lines around the add (to get attention) in your local
paper. Cost $10-20 bucks and if pissed off I would run for a month or so)

                                              stolen hives
                                            Area of theft
reward for information leading to arrest and conviction of those involved.

( do not say what reward is as a pat on the back is a reward as is saying
thanks)

Large number of hives:

                                                 Stolen hives
                                               Area of theft

$5000 reward for information leading to recovery of hives, arrest and
convection of those involved

                      (recovery of property usually  justifies the reward. )

Draw attention to the problem. Get the media involved.

or simply remain silent as the perps keep returning for a higher  number of
hives each time.
