I don't understand the question and I don't understand
the answer.

(MOON SIGN) is the zodiacal sign in which the Moon is
placed at Birth.

I do understand the "yes", but as written, the rest
seems more like gibberish than a clear answer to me.

What does,"solstice cycles w/moon" mean?
What does, "noting and following w/temps" mean?

The Moon takes 27-1/2 days to go through all 12 signs, so
even if there were some influence, waiting for the right
sign would mean waiting four weeks -- and missing the
optimal time in the advancing season for grafting.

Even a lost week or two week can make a big difference
in northern regions, at least.
