It's not really ridiculous.  One visit from a capable inspector or
extension person can make a big difference, and by visiting many
apiaries, an overview is possible that can provide early warning
of evolving trends.

I have explained how a good inspection service works.  If your
inspection service is no good, that is partly your fault and the fault
of your neighbours.

You are now paying for bad service it seems, so why not get to work on
getting a better inspection and extension service?  All it takes is a
few people working to improve things and recruiting others in that
direction, instead of just complaining and doing nothing.
