Hi David,
Stainless steel bulk tanks are a wonderful thing. The lines all connect inside the tank via the evaporator plate that was once used to cool the milk. The smaller lines (1/4") were the refrigerant supply line and the larger lines were the return lines (the refrigerant expanded as it went through the 'evaporator' and, well, evaporated, from liquid to gas.) You can manifold all the 1/4" lines into a single 1" line and use the existing 1" manifold that is on the 1/2" lines, just keep them separate from each other. Maintain one of them as your supply (hot) and one as your return (cool). A little circulator like a Taco 007 or similar and a small hot water heater (40 gal) should do the trick. Let me know if I can be of any further assistance.
Here is a picture of a very common bulk tank setup that shows how the tubing connects to the evaporator plate inside the tank. This may be helpful. http://dairytechrefrig.com.au/?page_id=391
I love this list.
