I fail to see how programs designed for beekeepers that were misused is much different 
from the way farm subsidies and direct cyclical payments are also worked by people, some 
who claim to be farmers but are nothing but land owners. 

I get calls from the USDA to submit my apple and honey production numbers at year end or 
every so many years fill out the ag census . I refuse to give the USDA any data since their 
programs do nothing for beekeepers and small growers (1800 apple trees). 

Handouts are handouts and are meant to be worked, thats the way the system works.
