A fee is nothing more than
a tax on beekeepers.

Here in PA they started a $10.00 
Apiary registration tax that was 
suppose to fund the Apiary 
Inspection program.  Well, I 
hear they have cut back on the
number of inspectors recently.
So, wheres the money going?
