The powerful EFSA commission (European Food Safety Authority) has proposed to ban the use of 2/3 (imidacloprid and clothiandin) neonicontinoids: https://www.theguardian.com/environment/2017/mar/23/europe-poised-for-total-ban-on-bee-harming-pesticides <https://www.theguardian.com/environment/2017/mar/23/europe-poised-for-total-ban-on-bee-harming-pesticides>. This would apply to the 28 countries of the European Union.

There was a moratorium since 2013, but now a full ban is being prepared. If the EPA does not nothing, as expected in the current political climate, it will be an interesting, and VERY large-scale, comparison of food production between the US and Europe and the ban’s impact on honey bees.
