I think what Isis is referring to is what is called a
control group.  In this case it might be made up of
hives of Italians, Carniolans, Caucasians, whatever,
all raised on the standard cell size comb as sold by
most of the bee supply houses and utilized by most of
the U.S.'s commercial beekeepers.
