Certainly.  Many area are free from spraying and seeds.  Lots of areas in
the Dakotas, Montana,  Yellowstone,  swamps of Florida,  areas in Texas.
Assuming you need a 3 mile radius.  Not hard if you look most of Ontario
would fit.

Here in IL,  doubtful. MAYBE a area in Shawnee national forest.....

One question comes to mind though,  would say a new package started on foundation in one of these areas suffice?  I should think so,  and can't think of a reason it would not.  Might be easier than hunting down a feral colony.
