> I recently received a questionnaire from Cornell regarding small game hunting (Harvest study). Not sure if a request to fill out a questionnaire like this is normal but I won't fill it out simply for lack of clear definition. I have no idea what the results will be used for or how they will be used.

I agree. I used to be very responsive to surveys, having worked with a survey facility. Not any more. 1) There are far too many surveys. 2) Response rate is at an all time low (1%), meaning the results are dubious. 3) Like you mentioned, the questions are often skewed to produce a certain range of responses. 4) All of these surveys are missing the majority of stakeholders, which means they could be utterly wrong, hence, why bother.
