Not true in this case.  While that is generally good advice for acids, in the
case of formic, there is no obvious exothermic reaction and you can add either
one to the other safely.

Moreover the volumes are, for all intents and purposes, additive: 1 litre plus
one litre equals two litres.

The whole matter of handling and applying formic has been extensively described
