Here in Illinois there is no fee for registration but registration of 
hives is required annually under state law.  We do have an Apiary 
Inspection program and a request for inspection carries no fee.  There 
are also random inspections under the program throughout the year.  The 
location of hives is left up to the individual.  There are varying 
ordinances in communities throughout the state but there are so very few 
are even prohibitive in nature.
