Wait till it hatches.  Sounds like your brood nest is plugged.  Reverse the
two bottom boxes to get queen on bottom of hive again. Or if plugged out
with honey remove a frame and add a empty one. The queen should take to it
like a magnet.  I use three brood chambers(deep) which usually ensures the
queen has ample room.
