That would be Peter Tiboris, and the 1992 recording is on a Bridge CD (BCD
9033).  Moreover, excellent liner notes by Harris Goldsmith and Tiboris
tell just about everything one might want to know about Mahler's
reorchestration of the 9th.

For example I did not know that adjustments in dynamics in the climactic
recapitulation of the first movement, first recommended by Wagner and
carried forward by Mahler in his reorchestration, are heard on the
recordings of the 9th by Toscanini.  Similarly heard on Toscanini's
9ths are Mahler's brass doublings of the woodwind lines in the Scherzo.
So much for the maestro's alleged fidelity to the score.
