Part of the problem was that the U.S. had not signed the Berne Convention
either, so that, even though Sacre was copyright in England and Germany
(Boosey & Hawkes published an edition in 1921) Stravinsky was not a citizen
of a signatory nation, and so, legally, he was not fully covered
internationally.
