Dear Stephen,
I not sure if that was its intended use, but the object looks very
like the tool I remember using at school back in the 1960's for
sharpening cork borers. (Cork borers being a set of different sized
tubes with handles used to make holes through rubber bungs and corks
to make up chemical apparatus.)
