Something no one mentions in regard to the question of communication cost for
telemetry is that that radio amateurs (Hams) have a number of satellites up
there.  Cost of use is exactly nil.  I don't know about what the current
capabilities and regulations are, but I should think that these birds might be
available for experimental work.
