I had a correspondence with David Ireland, the scheduler for BBC3 Radio
and he said, with regard to why certain programs are 'blacked out':

"Certain artists' contracts only allow us the rights to terrestrial
broadcast within the UK - which doesn't cover satellite or webcasting
worldwide!"
