Paul,
There have been several HAER projects related to rail facilities, including
the Savannah study, I think.  Take a look at IA, Journal of the Society for
Industrial Archeology, Volume 22, number 2, 1996, for an article by Amy
Slaton that is based on such a HAER project at the Delaware, Lackawanna &
Western RR yards in Scranton, PA.
