It depends on what you want to do.  If you just want html files, you might
be able to get away with what you propose by having the user point their
browser at the CDROM.  However, if you want a cross-platform interactive
format, you would probably use MacroMedia Director.  This would eliminate
the need to have some other program to access the contents:  it would run
as a program itself, with buttons to click on, etc.  Also, it would work on
both Windows and Macintosh operating systems.
