I think there would be many more private classical music stations if
they weren't able to get public funding. In cities where public classical
stations have been around for a long time, there generally isn't enough of
a market to introduce a second, commercial station. Perhaps it would be
more difficult to compete with the less advertising based format, too.
I realize that this isn't a list on television, but seeing commercial
mirrors for much of PBS's programming is not difficult at all.
Note that I don't necessarily intend this message to be for or against
public broadcasting.
