ProE is a very powerful 3D CAD program with an extremely steep learning curve.
It is also very expensive, I believe >$10K.  I'm not sure there is an ArcView
extension for ProE, although you can save 2D ProE drawings to .dxf or .dwg
which could then be imported successfully.

ProE doesn't seem either cost effective or practical but you really didn't say
what your application is?
