Because Vox isn't a stable label--the catalog has been passed around from
holding company to holding company, and they do very little new recordings.
Most of their catalog is made up of stuff from the 60's and 70's. Vox
is now on their fourth or fifth incarnation of the CD era. They do a few
recordings, but mostly they just churn recordings that were originally
released on cheapo vinyl, with poor pressings, then released on CD in
cardboard cases, then turned into the 2cd and 3cd sets (often released
with the verbatim notes included with the vinyl sets.
