The Sanborn Map Company has a website, <http://www.sanbornmap.com> and they
direct copyright queries to their parent company, EDR Enterprises

J.C. Cherubini at The Sanborn Map Company handled my requests for copyright
release.  Located in Pelham, NY, the numbers to reach him are: phone: (914)
738-1649 and fax (914) 738-1654.
 
When I requested copyright releases for Sanborn Fire Insurance maps for my
dissertation (1996), the company informed me that all maps greater than 75
years old are considered within the public domain. They were easy to deal
with and very prompt in granting permission to published maps still under
copyright.
 
It is my understanding that if you are using microfilmed Sanborn maps, the
Sanborn Map Company transferred its copyright to the microfilm copyright
holder, e.g., Chadwyck-Healy, for the copied maps.
