1 I had been Connecticut three years, about 15 years ago, with my family.
I was a commuter to office in NYC. My sons entered local school and
surprisingly they were given special hours in school receiving English
training with specially- arranged-by-school(or town I don't know) teacher
on a one-to-one basis! Of course they exceeded soon in English than
parents. I found there were many volunteers who taught English(American)
to foreigners including Japanese, Spanish, or many others.
I never forget this. And, to this point, Japan at least far delayed and
delays(will....)
So English-only policy/movement is understandable for me. I am a
translator working in home, and watching TV almost 24 hours a day! Last
week PBS(we imported many programs, say this to Mr. Clinton, I am a fun
of Jim Lehrer news) said that one Spanish mother who educated her daughter
with Spanish language in home was punished by local Court. This story was
in line with the above policy and as you explained.
By the way, connection between language and music is very much interested.
I am very sorry I am not a player of any instrument much less composer.
Only a not so good bilingual. I quite agree with you in your understanding
between music and language, as far as my understanding reach.
One point to make sure: abandonment of one country's language(eg Japanese
language) leads to abandonment of its culture automatically(e.g. Japanese
music and others). Do you believe this or not? I don't. Since we have
many funs in western music, and I believe many(?) classic music funs in the
world who know Takemitsu than those in Japan! Music in this point is much
universal and different than language, using same instrument, same
score...except Lieder and Opera.. and gives me a hope.

This is of course half-joke and half not. Joke and this is what I don't
agree with Mr.Chomsky. Does he know grammars in Asian countries, Japan,
Korea, China... Grammar between E-J, is completely different as far
as I know(which makes me money....yes..). Universal grammar is very
questionable, but language problem may be universal-- to my knowledge,
in the nex century. In Singapore, for example, grandfather(only speaking
Chinese) of my friend can't communicate with grandsons (English educated),
however, this kind story may be ignored from the view of long history of
human being... I need to be optimistic!
