Wouldn't it be some kind of cotton jacket or coat worn by a
warehouseman at his work?

I have vague recollections of that kind of thing from my childhood,
worn by our local ironmonger (hardware store proprietor). I even
remember a photograph of my father (taken about 1930) wearing a
similar coat while delivering milk.
