In regard to the .22 rimfire cartridges recovered from the rock shelter, the
head stamp referred to, "ICI," stands for the "Imperial Chemical Industries"
of Birmingham, England. Some versions were manufactured in Australia,
however.

Unfortunately, I haven't a reference that gives a founding date of the
company, though it is likely early.
