"Tanglefoot" is short for "Tree Tanglefoot", a product sold by the
Tanglefoot Company. It's sold pre-mixed, usually in white plastic
tubs with green trim and black lettering. Essentially, it's a big tub
of viscous goo.
Here's what the label says:

Here in Butler County, Pennsylvania, USA, it's commonly sold in
hardware and garden supply stores. If you look around some, you
shouldn't have too much difficult finding it.
