My response is:
Some of these weak hives may be queenless so you might try combining
pairs of weak hive bodies with the newspaper method. Then a few weeks
later, try recombining again to get maximum strength per hive. This
may give 6 - 8 frames per hive body and maybe with a good fall honey
flow enough strength to survive the winter. Hope this info is useful.
