While I know that international law is a laugh, but wasn't Titanic a Royal
Mail steamer, which had to be under the command of a Royal Navy (reserve)
officer? I understand the British have declared some of the Navy-commanded
civilian freighters lost on the Murmansk run as war graves for this very
reason. Can't the British government claim jurisdiction? Whatever their
rights, I am sure a government that really wanted to do something could
take command.
