Anita,
I expect the real costs are not going to be in the hardware, but in the
"wetware," in the people who are going to program, design, test, and edit
the projects.  We can do a lot with volunteer labor, but for professional
results, SHA will have to hire a professional to do it.  Hiring an very
experienced and expensive person is often cheaper than going for the person
who is cheap but has to learn the system....
