How about Keystone, Colorado (excellent conference facilities) in July.  July
is supposedly the slow time of year for the resort because it's a ski resort.
 As for cost, well, hmm, I've never put together a conference so I don't
know.  The mountains in Colorado are beautiful in July and refreshingly mild
(avg. temp 75 degrees).  Just a suggestion from a Colorado native!
