Sounds like a defective bunch of strips.
This would be of great interest to the manufacturer. Be sure to get in
touch with them right away.

Be sure not to be put off by a receptionist when you call. Make sure you
speak to someone with auhtority since this problem, if verified, could
have serious impact on their business and also on other beekeepers who
only have a short period in which to treat.
