Georgia has indeed dealt with moving cemeteries and in recent years
enacted legislation  dealing specifically with this issue. The law states
that only archeologists can excavate the remains.  For more info call Pat
Garrow { (404) 270-1192} and ask about Hopewell (an African
-American cemetery that was destroyed by its church to costruct a new
building, circa. 1990) and another one moved earlier this year in Cobb
County (I can't remember the name but it was tied up in courts for at least
three years before it could be moved).
