Dear jack H. Stewart,
   years ago, I wrote a model ordinance for historic preservation for
a county in which I resided. In order to show background on each
aspect of the ordinance I used a book that I believe was compiled by
the Advisory Council on Historic Preservation (Wash. D.C.). This book
utilized aspects of various historic preservation laws from all over
the country. I would suggest that you obtain a copy of this. I'm
sorry that I don't remember the title, but I am sure that the Ad.
Coun. on Hist. Pres. would know of it. If not, check the gov't doc's.
section of your nearest large University, it's a long shot, but they
might have it. While your interest is somewhat different than hist.
preservation, this volume or the people at the Adv. Coun. on Hist.
Pres. may be able to offer help and guidance. Good luck.
   My own advice is to keep your proposed law reasonable and bear in
mind the concerns of property owners. When you are finished drafting
your law, I would be interested in having a copy of it, if possible.
