Thomas Hazard was a blacksmith who lived near Providence, Rhode Island in
the late 18th/early 19th centuries. In his diary for 1782 one entry refers
to making a "pr hand cuffs for a crasey negro woman". I have also seen
illustrations of "shackles" and "fetters" used during the slave trade on a
ship named, I believe, _Armitage_. I received only a photocopy of the
illustration so have no reference for the book.
