If the bees are bringing in pollen, this is a good sign.  They need pollen
to raise brood.  It may be their numbers are down after a hard winter, and
they need to raise a good amount of brood to be able to do reasonable
foraging.  I'd  open the hive on a nice day and check on the brood.
