Metal Detectors and as I recently encountered, bottle collectors.
I'm curious to know if there are communities out there who have passed
local ordinances that protect sites that are not protected under NHPA.
I live in a Certified Local Government (CLG)--Vicksburg, MS, which is
supposed to protect archeological resources along with archtectural
structures . However, up until now, archeology has been ignored. What
makes the matter even worse is that the MS SHPO does not even
consider most historic sites to be significant!! So, I'm up against the wall
and the SHPO will not enforce the requirements of CLG.
Presently I am composing a draft ordinance to be put before the local
gov't that will require a permit (with owners permission) before these
relic hunters do their dirty deed. The intent of the permit will effectively
curtail their activity by requiring them the adhere to the Secretery of the
Interiors Guidelines and follow their reporting requirements.
So, I'm interested to see if such ordinances exist in other communities
and also, to see how the CLG reqirements can better be enforced. Let
me hear your success and failures. Any ideas would be appreciated.
